Kano Ministry Rescues 19-Month-Old Boy from Alleged Foster Mother Abuse and Neglect

A 19-month-old boy named Musa has been rescued from alleged abuse and neglect in Tsamiya Babba, Kano State, following intervention by the Kano State Ministry of Women Affairs, Children and Persons with Special Needs. The child, who was under the care of a foster mother, was reportedly severely malnourished and frequently left alone in unsafe conditions. Residents raised alarms after observing the toddler’s poor health and visible injuries, prompting authorities to act swiftly. The case highlights growing concerns over child welfare and the need for stronger oversight of foster care systems in Nigeria.

The rescue operation was launched after community members reported that Musa’s foster mother, Aisha Shuaibu, was mistreating him despite legally obtaining custody from the Nassarawa Children’s Home. Preliminary investigations revealed that the child had been locked indoors for extended periods and left unattended, posing serious risks to his safety and well-being. Multiple scars were found on his body, raising further suspicion of physical abuse. Despite admitting to leaving the child alone on three separate occasions, Shuaibu failed to provide a satisfactory explanation for the injuries.

In response, the Commissioner for Women Affairs, Amina Abdullahi, immediately ordered a thorough investigation led by the Acting Permanent Secretary, Muhammad Sambo Iliyasu. The team conducted a site visit and gathered testimonies from neighbors and local leaders, confirming the child’s dire condition. The findings were handed over to law enforcement, and the case has now been transferred to the Gezawa Divisional Police Headquarters for further legal action. Aisha Shuaibu remains in custody as authorities continue to gather evidence and determine the full extent of the abuse.

Commissioner Abdullahi strongly condemned the incident, emphasizing that child abuse in any form will not be tolerated. She warned that the ministry would intensify monitoring of foster homes and care centers across Kano State to prevent similar cases. The rescue of Musa underscores the importance of community vigilance and the need for robust child protection mechanisms. The ministry is also working to ensure the child receives immediate medical attention and psychological support.

This incident has sparked renewed calls for stricter regulations and regular inspections of foster care arrangements in Nigeria. Child protection advocates stress that children in custody must be safeguarded at all times, regardless of their living situation. The case of Musa serves as a stark reminder of the vulnerabilities faced by children in care and the critical role of public awareness and institutional responsibility. Authorities are urging the public to report any signs of child abuse to ensure timely intervention and justice.
